Hiring managers tend to turn a blind eye to private sector and other governmental experience when determining pay grade. Forging a path to better-paying and/or management positions is similar to campaigning for an Academy Award - the importance of opaque relationships and self-promotion are outsized when determining upward and lateral movement (no performance reviews to document contributions and goals). Very rare for rank and file over 45 to be promoted to management from within the company. Not uncommon to see professionals with 25+ years' experience reporting to millennial managers, sometimes from dissimilar lines of work.
