A collection of all the worst organizational practices imaginable. Unbelievably wasteful and inefficient. Few opportunities to think critically. Toxic leadership everywhere. No coherent systems in place for anything. Reverse Darwinism (adverse selection) encourages stupidity. Officers have no idea how to do their jobs because they're constantly changing positions.
