Extremely poor senior leaders have wrecked the culture. Corporate pageantry out the wazzoo. If you know anything about data, the data governance program is the greatest waste of resources I've ever come across in corporate America, and that is saying something. Processes upon processes that have never added value and wasted uncalculatable resources/time. Worse yet, they've created an army of resources with no skills except in keeping up with the internal kingdom that has been built.
