Pure Neglect for the people, equipment, ect. Staffing and resources are kept at the bare minimum in order to maximize profits. Its all a numbers game to please the investors. Some local management knows what needs to be done to make it a smooth operation, but they must follow orders from upper management or else. It all looks good on paper, but the actual operation tells a different story.
