Micro management - every level of management is expected to send a report on their team, and are instructed to highlight anything negative, regardless of how insignificant it is. On periodical reviews, which used to be graded (some departments abounded that practice) employees are informed that they shouldn't grade themselves high on more than 1-2 subjects, and the rest should be graded 2-3 out of 5. Same goes for the reviewing manager. Lack of transparency - Front line managers are given very limited information of the direction, and expectations, but expected to be responsible for everything, higher management is not accountable. Evey promise a manager gives an employee should be backed in writing, otherwise, it is not going to happen. Lack of direction - Every decision seems to be reactive instead of proactive. There's no clear direction in the past few years. There are either calm period, or very stressful ones, depending on how badly your manager's latest 1-1 with their manager went. A prime example is the support group is not really managed. Support team leads are being replaced so frequently, that the engineers' places bet on who's the next one to be fired. The support team was restructured, (a highly expensive process), and the new structure was effectively (not officially) abandoned within a few months, because it was designed poorly, without consulting the front-line engineers, and also didn't fit the current directing of the company
