There have been ongoing quarterly lay-offs for the past three or four years. In most cases and in most departments they have long since gotten rid of any unproductive employees and now when they cut, they are cutting good workers who don't deserve it. The atmosphere is so negative because everyone is worried about their jobs. The portion of your pay they deduct from your check to pay for your portion of health insurance has been steadily increasing at an exponential rate, and there is no longer any choice of health plans (once upon a time you could choose between Tufts, Harvard Pilgrim, Fallon, Blue Cross etc...).
