It is all related to the top of the pyramid. The owners manages the organization as early stage startup so the environment is chaotic. The business strategy is not there so the company is facing financial problem reflected in delayed salaries and allowances. The root cause of business failure is not tackled so there is no indications about positive change in the near term. HR and finance lack the basic experience to do their roles and it is all about executing the owners orders so simply there is no real HR of finance section and it is managed as a retail shop.
