I was "interviewed" via phone screening. The interviewee was just taking normal notes but she didn't seem to know anything about the company, the job, or the team. It was easy questions about why I want to work there. I didn't hear back for a while and they offered me a formal interview but I declined

First, I received an invitation to a phone interview with a talent acqusitionist (HR screening). This was just to confirm some of the details in my application like residence and compensation.
The HR rep told me I would receive an endorsement for the next step, and shortly after received an invitation to schedule an interview with a department manager. It was a 30 minute 1-on-1 video call, and the manager maintained a very calm and delightful demeanor. Though it was an interview, it felt more like a casual conversation at times. I am now waiting back to hear about an offer.

During the interview process, it was great as the managers were very nice and friendly to talk to.

Was relatively quick. HR scheduled both rounds of interview quickly. Both rounds interviewers were friendly and it was a good two way conversation where they learn about you and you learning about the role and company.
