Amtrak had a terrible interview process. They had me interview once in December, then gave the job to a higher qualified candidate. Ok fine, that's understandable. But then in January, they called me and said that I would be the perfect candidate for a different role and that I would not have to formally interview again because I did so well on my first interview. I came to Washington DC to meet the manager and answer relatively basic questions. The HR person told me to look over the benefits package and be ready to undergo a background check and find housing by the end of February (about 5-6 weeks in advance). Then Amtrak's HR contact went radio silent on me. I inquired about the job offer and the background check to no response. Finally I escalated it to my "future manager" for then forced the HR person to get back to me to say that the job was given to an administrative level candidate (less qualified/cheaper than me). It was very frustrating because I had already been told verbally that I was going to receive an offer, and I had been making preparations for relocation only to find out that not once, but TWICE, Amtrak had led me on and then given the job to another candidate. Huge waste of time.
