The interviewer missed their first interview with the applicant. Their schedules are all over the place, and they don't seem to align with some of their staff. If this doesn't scream unprofessionalism, I don't know what else does. They say something of benefit initially for the applicant then later on take it back as it's something "they had to consult with their manager" first. In the first place, you have to be sure about your rules first before you even say things or else you risk your company's credibility .
