I submitted my resume months before I received an offer. I was told of the open position, location, length of contract, and all requirements necessary to complete the employment process. I only had one actual interview by phone with the program manager in the states, based on my prior experience in supply, having worked for this company in the past, and knowledge of the work location and culture, I got the job. The office enviroment can be quite an eye opener for someone who's never worked in that part of the world. The culture is none like you've ever seen. The local staff expect a great deal from you on a daily basis, as you work for them, not so much with them.
