It was an internal move for me, but the process to be followed mimics that of Chess ICT, 2-stage interview process, introductory interview with a subject matter expert who knows or has a solid understanding of the role to assess personality (not in a judgemental way), personal values and what's important to the applicant and aptitude in areas that the role will require.
