Because of the clearance level I was informed it would take 12-18 months.

Anything over marijuana use is considered an auto-disqualification for even a public trust security clearance, even if it was sparing and experimental. You don't want to accept the offer only to have it rescinded once you answer questions about prior drug use honestly. I wish that drug use would have been brought up from the very first point of contact - would have saved a lot of time on everyone's part.
