There was no involvement by an HR representative, so my first call was with the hiring manager, which went well enough that I had two follow-up calls with other Executives in the company. The last email I received about mid-December said, "We are currently finalizing budgeting for 2021 so I will be in touch before the new year on next steps, etc. Really look forward to catching up then." I also know they followed up on my references. As of today, (Jan. 22nd) I have not heard from them. I sent a follow-up email hoping to get some closure and even to ensure there wasn't an issue with a reference, but I've not heard back.
