I submitted my resume, completed a short phone interview, and heard back when an opportunity arose. It actually didn't take very long for an opportunity to arise. I did have to travel to the Baltimore office to fill out various paperwork with my first contract, but was able to fill out the same paperwork via online methods for the most recent.
