Poorly organized phone call that the manager felt was appropriate to postpone until her drive home from work. Hard to hear on her car phone and she had a very thick accent. Work culture/environment seems very disorganized. Entire 30 mins showed the manager didn't value the interview enough to make time to conduct it properly. If you get asked to delay your interview, I recommend you say no and suggest a time for a proper interview.
