4 rounds of interview. More of a conversational than question / Answers. Very detailed answers when I asked about the expectation and day 2 day of a role. The interviewers were from different part of the org

I had an initial phone screening with a recruiter, and it went well. Next I had a 2-person panel peer interview which went well. Then I had another 2 person panel interview, this time with another peer and a director from a group this position would be interacting with- that went well. Next up, was another 2 person panel interview with the hiring director and his VP. After that interview, I was scheduled for another 2 person panel interview with a different director and his VP (who couldn't attend). Both of these went well too. The recruiter told me that there was a restructuring going on, and that this position would be on hold until the reshuffling was complete. And then nothing.
The interesting thing in all of this process is that the only time movement happened is when I contacted them- beyond the first recruiter call, I've always been the one initiating the contact. I am flattered that so much money in wages was spent interviewing me (1 VP, 3 directors, 2 program managers and 1 project manager), and there was definite interest in me, but it seems odd that nothing happened if I didn't initiate it.
