As a consultancy the salary is very low, because it does at least a two-step path: the client of Capgemini pay Capgemini, and then Capgemini pays you, so, as you can imagine, in the middle, Capgemini must earn something, it is called "body rental", and the developer in this case is rented to the client. Hence the salary is not competitive.
