After multiple rounds of layoffs remaining workforce is stretched to get work done (e.g. not good for work/life balance.) Culture of fear in that if you don't put out over and above effort your job may be cut. Strategy changes often so must be willing and able to change gears and not get to see the fruits of your labors of implementing last month's strategy. Very hard to get things done due to legal, regulatory, and funding approvals and understaffing in support groups. Lots of employees end up going out on medical leave…..stress-related?
