The most important point is that they hire technically incompetent managers. Since there are no architects here, the role of the manager becomes even more important in guiding the project, but sadly the managers here are like people managers who have absolutely no know how of the product and are ready to pounce on you when things go wrong.. They need to learn from their French counterparts where the manager is more like a technical/functional guide to the team. Also there is a lot of attrition due to employee dis-satisfaction. Age old processes are used which are overhead for developers and eat a lot of productivity.
