- Extremely poor performance management system that rewards those who 'game' the system. - Poor training system, built around 'volunteers' running internal courses rather than structured approach towards developing employees - Commitment to variety and being supportive of employees moving onto different projects is a bit of a myth - both managers and resources are extremely reluctant to move resources - employees understand that the business need comes first, but why make the claim of allowing people to move about if it isn't true?
