Bell is a monopoly, and both management and upper management are resistant to change, likely because they rely on a steady income from Bell’s users. From their perspective, there's no need to adjust something that already functions adequately. That's why they accepted the governmental money and then fired people. Management enjoys job security and lacks motivation to improve their work or the team. This results in frequent miscommunications, endless meetings, gatekeeping, and inefficiency, as they avoid taking on additional responsibilities and actually work. Regular employees always have to do the overwork and do the management work, like communication between different teams. Over time, they learn to not care about what they are doing, not share any information with their colleagues, ultimately becoming part of the monopoly-driven culture. If you feel unsure about your work and consider seeking advice of your colleagues, it’s common to just proceed on your own, as asking a colleague might result in either a simple/unhelpful response or a rude reaction that you don't know something. There is no culture of helping each other, work documentation, or building robust systems. If management sees a small improvement, they are likely to celebrate it as a significant success without attempting further optimization.
