Nothing is based on skill or work ethic. Everything is based on seniority and it shows. One person could literally do nothing ever and it's fine. But if you're not a part of the "in crowd" you must always be on task.

I'm not sure which DC account you're referring to but some are unionized, which means that you've chosen to have basis be seniority and not necessarily job performance.
