Top heavy. Too many levels of mangers. The people making the decisions are disconnected from the real world and the employees doing the work. This is why it takes years and years to implement an enterprise system and millions of dollars in cost overruns. They are slashing costs with no clue as to what the future impacts will be. Bogged down in bureaucracy and self inflicted time wasting processes.
