Upper Management is incredibly slow and does not listen to the pleas of the actual workers. Only cares for the bottom line, and does not actually care about the employees themselves. They require the sales team to hit a certain margin of sales, let's say 10 million in sales, before they will even THINK about giving money to hire additional staff. Nothing is guaranteed, no one in upper management makes promises, most likely because they don't even know.
