Have never seen a department solely existing because they create 'problems' on their own to make it seem like they are working and making an impact. Managers and directors blatantly criticizing team leads in meetings. Their only feedback is "i want to see this KPI increase next week". Strong chinse culture bias. if you are not fluent in chinse, dont join, Managers have no time for you. They join redundant meetings in during working hours and end up scheduling meetings after work hours.
