Lots of talk, not a lot of action. While there is a great high level vision, no one really knows what is happening, who is doing what, when it will be achieved. Not a great deal of transparency, especially in IT. Departments are very silo-ed; the way they are currently doesn't encourage cross-department/area team work. As a result, there is a lot of blaming and duplication of work. Also promotions only happen if someone leaves/retires so there is not a lot of room for growth.
