Can attract new joiner by very good benefits and package only....or building a good CV for career path

No decision making, no direction from senior management, no owners for projects. Main job duty is spending 3/4 working hour on meeting every day without outcome. Poor company culture in some department. All things look good outside, but it is horrible inside.
