High turnover in the service coordinator role. Harm Reduction model is very challenging. Quality of management staff is inconsistent with little apparent accountability for middle managers. Upper management is focused on growth and diversity of programming and not always plugged into the issues of the core programs (supportive housing) and ways to make those programs work better.
