Very poor job recognition. Your boss can give you a good rating every year yet has no intentions to promote you to next level. When questioned why, the reason is lack of a role or expert skills. Then the roles he mentioned were were never intended to give to you in the first place, not even asked if you are interested or not. Some of these roles are even not technical but managerial. It short, if you want to promote to a higher level, you got to do things you don't like to do.
