Dysfunctional management interested in protecting their own turf and preserving status quo: too bureaucratic and slow paced; difficult to get things done from people in other department (due to unionised workforce, limited downside or performance focus); difficult upward mobility due to a top heavy organisation with limited ability to rightsize and faced with intense cost pressure - you need a godfather instead of naively thinking hard work and contribution will pay
