Annual reviews rely on the much maligned "stack ranking" system. This contributes to a corporate culture of backstabbing and "me first" leaders and worker bees. Also, from the endless pool of fresh recruits, people leaders in the operating areas use seat-of-the-pants methods to pick people for fast-tracking. Fast-tracking is not officially supported by Human Resources, but the corporate culture of a company run by engineers often reverts to "good old boy" management practices.
