Hard to progress to Manager or above No bonuses as it is government job Relatively low pay for a job delivery (compared to private) Weak leadership with no clear direction Most staff are very institutionalised, work there all life Direction changes constantly with a new government Entire agency based on prevention (curing symptoms rather than cause) - very reactive in many roles. Not good with manging change
