They do not do what is best for the employee, they do what is best for themselves/politics, what keeps their jobs, and gets upper and middle management an extra bonus. The pay is also bad for most engineers - very hard and complicated to get a payrise. But more importantly than money it is hard to move around the company to improve your skills and knowledge.
