When recruiting for vacancies, this organization goes after people who it gauges are desperate for a job and thus will accept half of the salary on the market for the same jobs. However, there is no such a desperate skilled person. Unskilled and unqualified person may take their offer, though. I believe the criteria they use when they select people for the interview is persons originating from poor countries, either from developing countries or from Eastern Europe.
