Upper management is micro-managed by the CEO to the point they are not able to do much production work, which equals billing percentage to go down. And that is all the CEO cares about, percentages. CEO has tried different marketing ideas each year since he took over. And the company stock has dropped each year too. It has lost over 25% in 5 years. Nobody understands why the Board of Directors keep him. Moral is low. Attempts is improve it are half-hearted and short-lived. No training for designers or drafters. No way to improve their abilities.
