Small company feel, with many employees working at "doing the right thing".

Upper management believed that it was not only 'okay' to pirate software (Oracle, Microsoft, VMware, etc.), but strongly encouraged everyone in IT to 'locate' copies of software from China, Ebay, wherever, where the cost of 'licensing' would be a fraction of buying 'real' copies. Case in point, the CEO was very proud he could buy 1 copy of Msft Office and install it 25 times.
