The leadership doesn't trust their employees. If they feel that projects are important, they will get involved and start to micro-manage it. Quarterly OKRs are massive. They don't provide direction. Due to the sheer amount of initiatives you won't be guided on the question of what's important and what isn't. Projects are not given the proper amount of time: better hurry, something new is waiting anyway. No one will push you to do things properly. Quantity matters, quality does not.
