Full of contractors unable to think their way to a fix (most are completely incompetent) A lot of permanent employees who coast through their day by passing all the work to others. No cohesive vision, lack of direct leadership until the ship run aground then its a witch hunt rather than seeking solution No dedication to quality, only getting code out. Culture of COYA, not of a "Thrive Together"
