This originally started as a coaching company, and hadn't really changed in management and structure. There were 2-3 "top" sales people with very little skill; they were on the gravy train because they were in the right place at the right time.
There was also a new way of getting revenue up on the board by being assigned a TDA branch and having them refer business to you with folks who had deposited funds in the branch. This was extremely unfair and favored high volume branches. This caused some major inconsistencies with performance - some quarters you'd have a random joe sell 300% of target and then barely hit Minimum Performance Standards the following quarter.
Sales managers were very good at finding loopholes to get extra revenue on the board. While this was extremely helpful if you were trying to hit a target, it wasn't really fair and didn't properly reflect effort or skill.
