Some cons apply specifically to the Project Engineer position. This role is far closer to being a clerical role than an engineering role. The majority of the project engineers efforts are directed at checking the accuracy of the accounts payable, settling union disputes, and HR tasks (onboarding, paying, and dismissing workers). I don't know how it happened, but the company seems to have a vindictive culture. The impression I gleaned from my short time working here is that it is an every-man-for-himself place to work. There is a struggle going on within the company: a small group of people wants to begin using project management principles to manage the field work, while upper management is anxious to see a return on investment. This results in the individuals attempting to introduce the project management paradigm feeling harried by the upper management and being unwilling to attempt anything that might fail. If examined from the right perspective, it is possible to understand the motives of upper management. This company has a history of successful projects that were managed only by their superintendents, as opposed to shared responsibility and power between the project manager and superintendent. The individuals who are in upper management may have grown up in this culture, and believe in its effectiveness. They are hesitant to make a significant investment, and as a result, the internal project management movement never attained critical mass. The project management office has since been dissolved, though they still employ Project Engineers and Project Managaers.
