This is an organisation overwhelmed by governance that is unable to effectively execute their decisions. Growth through M&A has led to a lot of disparate systems and processes. It is incredibly slow to change, is hamstrung by layers of governance that inhibit effective action, and local business units outside of Head Office lack the autonomy or delegated authority to make meaningful change. People's roles are too tightly defined, meaning it's not good if you want to spread your wings, and it's full of cliques at Senior Mgmt level, so suggest you brush up on your political positioning and networking skills.
