These individuals rarely offer insights into why certain decisions are made and it's clear that they have no intent of sharing their responsibility with subordinates. If you make the right friends in the right group, there is an opportunity for upward mobility but the title changes are virtually meaningless in terms of actually being given more responsibility, and the compensation levels and adjustments constantly lag the market. Return to office policy is extremely draconian with badge scanning systems used to track and chastise their adult employees.
