There is a lot of disorganization in the agency and lots of bureaucratic procedures that could be streamlined like they are in other agencies. Some salaries are comparable to competitors, some far lower. Benefits are fairly comprehensive, but less than at similar non-profits. Most, if not all, departments are currently understaffed and overworked. Another round of large layoffs (3rd? 4th? in the past couple of years) recently has diminished employee morale greatly. The manner in which the layoffs were handled (little to no notice, staff not being able to say goodbye to colleagues, no official information from Executive staff about the layoffs = not finding out someone was laid off until calling their department and finding out they are not there, dropping benefits, cutting staff that could have been kept on, not holding any kind of staff meeting to address the layoffs until 4-6 weeks later) has broken the trust between Executive staff and the rest of the agency. Executive staff have never acknowledged the poor way in which the layoffs were handled, simply offering excuse after excuse when the issue is raised.
