The organization had a lot of turnover. Over the years this led to mismanagement. Programs were shut down, good coworkers were chased out. Grant money was misplaced and mismanagement. Workers were guilted for not working overtime. Workers under the influence were kept on staff despite reports. The upper management became, lazy, and refused to step down.
