Budgets fluctuate, political situations and relationships crop up, etc. In ~4 years, I jumped between 8 different EPA programs in order to keep busy. The local office was in decline. Lay offs will happen. You must also keep track of all your time across all contracts which can get annoying and is subject to being audited internally as we as by government reps.
