Management is a slave to the board of directors, all of whom know nothing about Metrolink's day-to-day work. Almost all decisions at this agency need to be vetted and approved by them, and this often results in nonsensical policy and terrible strategy. No one in management (including the CEO) is able to stand up to them, so the worker bee employees end up with the short end of the stick -- having to go forward with awful direction, and having to deal with the repercussions later. I initially chose to work here because everyone told me about the stability of working in the public sector, but this is not the case at Metrolink. I have seen whole departments get sacked without warning, and the employee turnover rate is exceedingly high for a public agency (you'll notice that there's a steep drop off in the number of employees getting their Year 1 recognition award and the number of employees getting their Year 5 recognition award).
