Somewhat hierarchical. Managers don't always use the goal setting which was set and agreed at the beginning of the year when doing performance review and there is no protection towards employee in this regard. Manager can do whatever they want to do in performance review, disregarding the agreed goal setting. HR doesn't help either, tend to go with the managers. Good company with some bad managers unfortunately.
