PTC claims that raises are based on a meritocracy, but in reality only those who complain constantly can expect to get a cost of living raise once every 2-3 years. Strong performers who complain infrequently can expect the same salary for 5+ years. Weak performers who are well connected are promoted to leadership roles. This creates a snowball effect where the new leaders continue to promote incompetent employees with similar personalities.
