They also do reward high performers for good work and you can make important contributions to the United States

The bureaucracy is real for things as silly as limiting the number of monitors to being forced to use ancient software. There are also a few "hot potatoes", which are difficult to fire but are really terrible performers. Because they don't perform well, every manager just keeps passing them off to another manager.
